Could you please attach a screenshot to your post of where you're seeing this pack for free?
I have the disk edition of Base Game + Cats &Dogs from back in the day. The game and pack function as intended. What got me disappointed was when I saw the pack of "Cats & Dogs" + "My First Pet Stuff" was the same price as just C&D on pc. That means that essentially a free pack but only in the bundle.
