No Notebook?

I’ve spent the last hour or more searching online for someone having this same issue and getting it fixed, but I cant find any! 

I am unable to see or select the notebook button on the phone menu! I haven’t tried the computer menu, but in the Detective career in the Get To Work pack, it is unrealistic to rely on the computer to find notes on the suspects!

I have read and seen screenshots of the phone menu where at the top of the phone screen there are three little buttons: Notebook, Silence Phone, and change Phone Cover Color. Or at least something similar. I only see the second and third button, and they’re centered like it’s intended. Everything I have read shows there should be another button, though! 

I have checked all settings I could find, to see if maybe I had some setting wrong that hides the notebook button, but can’t find one of those either. Please help! Is this something I should go to the official bug report forums about?
