Not Saving Due To Storage

Lukecummins2010 cloud storage is an Xbox matter, rather than EA. You could reach out to Xbox Support since you've followed all the troubleshooting steps I could suggest.

We do have troubleshooting steps for error code 0 but if you've cleared your saves they may not apply here.
Remove a number of lots, room, or households that you currently have saved in your Library section of The Gallery- specifically larger lots or more complex lots that use many items.
If you are using all 10 save file slots, you'll need to delete some of the older and larger save files that you no longer use to help clear up space.
Check your Sim's inventory and delete your saved photos to allow for more space.
