I’ve bought almost every expansion pack in the game but I stopped playing and recently started up again and they’re all gone, so I tried managing them by uninstalling and reinstalling and now it’s asking me to repay for a $40 expansion pack i’ve already bought. somebody please help me!!

If you're still having issues getting your content installed, it sounds like you may be logging into a different Xbox account than the one these packs were originally purchased on.
You can check over your Xbox transaction history to verify if you're logging in correctly or not.
