Hi @Paperman92. I'm pretty sure you can't drag the bar up like that. But if you have more than enough skills to fill the bar, there should be an option to scroll through them. I'm fairly certain the bar will only show the skills that your current sim has acquired, and not every obtainable skill in the game.
I did try to do what you're describing by pressing R3 when the bar was open and locking it on screen, then using the cursor to try and drag it. The game didn't respond to me pressing X on the two lines. Anyway, I hope I helped you out a little!
