Hi new here Anyway I'm kind of in the same boat here. I've installed AND the system says the expansions and stuff packs are installed but the game isn't recognising it at all. I'm at my wits end and I've just downloaded them all from scratch too after uninstalling :/

@StormWarCaller If none of the DLC page help worked at all, you should consult this guide of console troubleshooting is here [Read First] Sims 4 Console Troubleshooting Guide
You can try rebuilding your database since you've already reinstalled the game. The database rebuild is covered in the above link.
If that doesn't work, you should probably contact sony. https://www.playstation.com/en-us/support/ because your issue is beyond what help I can offer.

Was PlayStation Support able to verify you own the purchased DLC?
Silly questions and I'm sure you've already done it, but have you tried checking the "add ons" for The Sims 4 when you're visiting your games library on the PlayStation? DLC is not automatically installed in a lot of cases and has to be triggered under add ons. I couldn't get an answer from their Twitter account and no matter how many times I tried their "Live Chat" website kept saying it was down???? It was odd
Yeah I made sure they were actually installed and the like. Its just so weird that the actual PlayStation 5 said it was installed but the game didn't ☹️ it works completely fine on my PS4 though

Have you tried restoring the licenses for them?

Yes I have, a few times, and I even uninstalled and reinstalled everything again last night too
