I have fixed it and here is how so you may know for future reference. Library > Games > The Sims 4 > Playstation Store > Your Add Ons. Comes up with a list of every individual Sims pack you have bought and you can install them individually from here  since the other way they kept saying installed. A lady was kind enougb to tell my that little secret. So should you have this issue with someone in the future you can ask them to do this step as welll. I was just going to playstation store and  clicking each pack and installing by looking up sims 4 this way was totally different.

    @Tintrika That information used to be part of the troubleshooting I linked you. Looks like PSN has moved their site around. I'll need to update my links again. Thanks, and glad you got it fixed.

    Edit: I've updated the broken link for PS4 DLC troubleshooting. Thanks again for the heads up.

    it’s only available bundled with My First Pet Stuff, and I have to pay another $40 just to play the expansion I already purchased. Is there no way around this?

    @Shardivi You will need to download the pack using your library > purchased and not from the store. if you need more detailed troubleshooting, please refer to the first post of the thread.
