Go to your sims game icon, click more options..the menu button with 3 lines on it. Go to manage game and add ons , scroll all the way down your add ons list and make sure to check they are all marked with a checkmark. I just has this same issue. With cottage living, my first pet and the gnome one that came with cottage.
