You may need to manually download the DLC. Can you try these steps? 

• Open the Microsoft store and choose Use a Code.
• Enter the code for your bonus content.
  • If you pre-ordered, you may have your code on a receipt or in an email.
  • When you enter your code, check it by reading it to yourself a second time. It’ll help you catch mistakes.
• Press the Menu button on your controller.
• Select Manage game and add-ons.
• Select your game box at the upper right of the screen.
• Choose Manage installation on [drive name].
  • This brings up a list of items including the game itself and any available add-ons.
• Check the checkbox beside every item you want to install.
• Select Save changes.
• Wait for your download to finish. This can take up to half an hour.
• Start your game.
