I believe this is what you are looking for? The terminology is called, Free Build Mode,  so when you Google it, use this with, Sims 4 and Playstation. On the Xbox, I press and hold these buttons? The Left bumper, Right bumper, Left trigger, and Right Trigger. A menu comes up, asking me to type something in. I type in, bb.enablefreebuild. I believe that on Playstation, to start it is the same buttons. It is the four buttons on the front of the controller, not the top of the controller. Either way? You should be able to Google the correct method if I'm wrong or you don't understand my directions. I have a Playstation but I don't use it a lot.
