Re: Packs saying download to use on PS4 but there already installed?!

Please try the following and let me know if you're still unable to access your packs:

• Restore the licenses on your console 
• Go to your Game Library 
• Scroll to Your Collection
• Select The Sims 4
• Scroll down to Add-Ons and locate your DLC here
• Select the DLC in this list and select Install
• When the download finishes, let your new content install and restart The Sims
