Sims 4 Cats and Dogs expansion not working

I own the disk of Sims 4 with the Cats and Dogs expansion for Xbox One. It shows the expansion is downloaded on the Xbox when I go to "manage game addon" but when I am playing the game the expansion does not allow in the game as being owned. I have un-installed everything and reinstalled but nothing is working.
