Hi,
I've been through this myself. I had my partners psn profile set to primary on my ps4 console and purchased the Tiny Living pack, but when I set it to my account I lost access to the pack as it was purchased on my partners PSN profile and my sims game had the lock symbol on it.
Unfortunately you will have to download sims 4 again and re-buy packs on your PSN profile if you don't want to use your brothers profile.
