Sims 4 offline on Xbox one

In the meantime, could you check that you're on the same account on which you purchased all the dlc's? It's very easy to accidentally log into a different account, especially when you've moved your console or computer around. A quick way to make sure is to double-check your Order History in Origin. Open Origin > Origin menu > Order History and see if your dlc's are listed. If not, don't panic yet - log out, and log back in with any old emails that you may have used in the past. 

You may have another EA account linked to your XBox gamer tag. Follow the steps Here to try to track down your missing dlc's. 

If you have games on more than one account and want to consolidate them, it's a tricky process and you'll need help from EA. You may need a Persona Transfer.
