Small Business unit assigning not working
I play on console (ps5) and when I want to assign public/residential/employees only to an area, the game deletes my selections from previous areas, completely resetting my progress. See attached video. This happens in just build mode or if I've gone in from manage worlds. Hopefully it's just user error but I can't see what I'm doing wrong! The small businesses are pretty much unusable with this issue
