Just so you know: I did solve problem uninstalling and re-installing the game and my expansions!

You have to first build a restaurant or you can place the one that comes with the dlc I think it's called chez liama you can find it in my library place it on a empty lot go into live mode and try to buy a restaurant the option should come up on the phone.

Unfortunately there’s no Chez llama in my library, I’ve looked everywhere and even though there’s an option to visualize the items from the “dine out” mod, I have no restaurant to put on an empty lot..
