Trouble With For Rent Expansion

I was building a rental property on a lot where no one lives, I made a lot of progress but I hadn’t changed any of the rooms to be for a specific lot. It won’t let me load into the lot at all now and I’m not sure what to do, I can’t even visit the lot.
