Tutorial Guide Won’t Go Away

When playing in any save new or old on console the tutorial guide pops up for every game play upon opening the game. Even when it’s not a new save. Not sure when this tutorial is suppose to pop up but I get it without fail every time of open any save. Feels like something that should only happen for a brand new player or in a new save. It’s those two events where they make you “open the skills panel”,  “raise a skill”, “go off lot”, etc.
