Unable to build community lots

When I try to build a community lot, required items are listed as "missing" despite having been placed. 

I tried building a new High School and the speaker was listed as missing. I clicked on the word "speaker" and placed the shown speaker. It still was marked as "missing".

I tried renovating the lounge in San Myshuno and during my first attempt the requirements listed "trash disposal" as missing, so I placed another bin and a trash chute. It didn't count. 

So I reversed my changes to the lounge and kept the original trash disposal. That worked. Yay. 

Later the loveseats were listed as missing. I placed three from LD. I deleted those and placed the ones from CL with the high back. Didn't work. 

No mods. No CC. Just the game.
