I play on Xbox One and have two separate discs both with expansion packs (Cats and Dogs and Island Living), I want to play on ONE disc and have both DLC's installed. I should also say that I have tried almost everything on the top of my head, and nothing works, sometimes I just get one of the DLC's or neither, I'm really confused and hope I haven't wasted my money.
@Alienpoboys This is possibly an issue with having two separate discs. The game requires the discs to launch if you don't own them digitally, so even though you've installed them on your system, there's still a DRM check (the discs) that require them to be in the system at game launch. You obviously can't have both discs in at the same time, and because you own them as a disc, your account doesn't technically "own" the dlc.
XB1 is still having issues with My First Pet stuff because of the disc requirements and the account not being seen as "owning" Cats and dogs because of the need for the disc.
You can try the following troubleshooting here:
Powering Down your console completely (not rest mode). XB1 / PS4
Make sure your Device is set as the Primary/Home Device. Or Deactivate/Reactivate your Device as Primary/Home XB1 / PS4
Make sure you have enough hard drive space to download the DLC. XB1 / PS4
For PS4 if the above didn't help you can try Restoring the License on your PS4
