Xbox one sims4 download speeds

Been having serious with the sims 4 on Xbox one.  Checked all settings, have 1 gig through put on everything except sims it barely loads in the 100's of Kbps takes over an hour or longer just to get logged in, makes playing IMPOSSIBLE.  

I literally own the game and all expansion packs and whatever is going on has made playing all but impossible.

What's going on??
