Did you create the symlink to store the Sims 4 folder on the external drive (see opening post on page 1)? The game installation and user data folder are not the same.

@BluebellfloraYes, so I went into origin & changed the game library location to my hard drive, & completed the steps in terminal to create the symlink from my docs folder to the hard drive also after formatting it. So now both the save & mod folder aren’t shown when I start sims now, but if I redownload a mod it does show. My icloud drive is also disabled.

Check in your local Documents > Electronic Arts folder. I don't think the symlink has created properly so the game has created a new Sims 4 folder internally. Did you check yours looks like the screenshot in my guide?
