@Rose404O_O The Sims 4 Packs folder contains all your DLC and should always be in the same location as your base game is installed to, by default ~/Applications. If you move the Sims 4 Packs folder out of this location Origin will create a new folder and redownload DLC.
In your first screenshot there is no base game in the Applications folder, have you already deleted it? Is this the default install location in Origin?
In your second screenshot the Sims 4 Packs folder is in your Documents folder which is useless, unless you have the base game installed here which you currently don't and isn't advisable.
