Can I play Sims for free edition on iPad Pro 2024?

CanadianRarity Steam Remote Play is basically a service to stream gameplay from the device that runs the game to the device you use to interact with the game. So if you have a PC at home with a game installed, you can play that game through a different device, even when out of the house. It doesn't allow you to run games directly on devices that don't support them. In this example, you'd still need a PC on which to install and run Sims 4.
If you're willing to pay for a subscription, you could try a cloud gaming service, some of which might be compatible with your iPad. The idea is that the game runs on a server somewhere, owned by the service, and streams to your device. So it's like Remote Play but with someone else's computer. But it might not be worth paying a monthly fee to play one (free) game that you might not stay with long-term.
The only reason Sims 4 can't run on any iPad is that the devices run iPadOS rather than macOS. The higher-end iPads, including your Pro 2024, include the same M-series chips as Macs, so the game would be compatible on a hardware level. But rewriting the game for a different operating system can often be a significant undertaking, and it's possible the work wouldn't pay off considering most people who own an iPad and might play Sims 4 also have access to a computer.
