I also am having this problem. It's exclusive to the holiday pack (and the Legacy Edition for what it's worth, though I don't use it). Clicking on the download button does nothing, basically. Tried resetting Origin, did a normal reinstall and two hard reinstalls or the client, cleared caches, checked connection, restarted laptop twice. This is with Big Sur 11.0.1. The window does not say Technical Preview.

Yep, only the Holiday pack. My other extensions download no problem, it's only stuff in the Extra Content tab!

Same issue. Origin says I've downloaded the pack, but it doesn't show in up CAS. When I try to filter CAS items by pack it says I don't own the pack.

Actually that reminds me that I first noticed it because when I opened the game (which was just after reinstalling it+the packs after a while not playing) I arrived at the main menu to an alert from the game that told me I had additional content still downloading. Checked Origin and that wasn't the case so I restarted the game still to be safe and the alert didn't show up that time, but when I went in game I got the alert that items had been removed/substituted just like when you download a lot from the gallery that includes packs you don't own. On the main menu now it says I have the pack just like wuvwalri says (the icon's filled in and when I click it says I own the pack) but no dice in game. Hope that helps.
