If it's Sims 4 (or 3), that usually happens if you have another program running in the background that uses the same key combination. Turn that off and it should work.

yes for sims 4, its screenshots the game. i dont have anything running in the background the only thing really running is origin. i have tried to press command shift c at the same time, one at a time. but every single time it screenshots the game and the bar where i can type stuff never shows up

and yes im on a macbook air

Because it's not CMD, Shift and C....... It is CTRL, Shift and C.
