No Sims 4 or Mods folder- also glitch in CAS

I recently uninstalled the game with the intention of wiping my computer and cleaning it up a bit. Never got around to that so I just re-downloaded the game and I'm having some issues. I have a couple mods that I'd like to add but the folders aren't there anymore. I launched the game and everything- still nothing. 

The second issue I'm having is that traits are missing in CAS. I'm clueless. I've tried "repairing," and nothing. I'm at an absolute loss.
