Objects cant move using 0 and 9 and cant raise the floor

Hi can someone help me. Because  I cant move my objects up and down using 0 and 9, it was working yesterday but when I rearranged my build suddenly It wont work. And also I want to raise my floor, and ghad I cant find the arrow that raises the floor. This really frustrates me. I love building and decorating house, but this situation makes me frustrated. Please i reay need your answers. Thank you!
