We have just released a patch that should fix this issue for anyone still experiencing it. From patch notes:
Legacy Edition An issue was introduced that prevented several languages from being able to properly run the legacy edition. This occurred due to the game client not reading its initialization file in the correct place, which is required in order to launch in the players chosen language. And as a result, the game would crash upon launch if English was not installed. We have fixed this issue. Please also be aware that any player that followed our instructions to perform a manual work around will not need to make any further changes after this patch.
Please, update your game and let us know how that goes!

Let me edit the ask a bit now that we know this:
If you are still experiencing this issue and are going to try to change the language of your game, would you be willing to share Origin logs with us to help with the investigation? If so, these would be the steps to get them:
Try to launch the game, so you get the error message
Close the error message and Origin
Open a Finder window. Hit Cmd+Shift+G in the Finder and enter ~/Library/ and navigate to Application Support/Origin/Logs to find the Origin logs
Right click on the Logs folder and select Compress. This will be your logs from before changing languages.
Open Origin again
Right click on The Sims 4 and select Properties, and change your game's language
Repair the game if you did not see Origin do it immediately after changing languages
Go back to your Finder window
Right click on the Logs folder and select Compress. This will be your logs from after changing languages to EN.
Back to Origin, change the language again to the one you had initially
Repair the game if you did not see Origin do it immediately after changing languages
Go back to your Finder window
Right click on the Logs folder and select Compress. This will be your logs from after changing languages to your preferred language.
Upload those 3 files to a file sharing website like Google Drive or OneDrive
Send me a direct message with the link to the files. Please, also let me know what issue the logs are for (especially if you haven't posted in this thread!), what language you had the game in and to which one you changed it
@EA_MaiWould be great if we can use our local language in the game. Now I can change language in Origin but game is still in English if I choose Finnish language.Please fix this in legacy version, because Sims should be played with full language support.
Also most of expansion packs are not available on Legacy Version. What the f**ck is this. Now I cannot play expansion packs I've purchased and paid a lot of money.
