The game is compatible on your Mac but your Mac isn't terribly powerful which will be contributing to the poor gaming experience you're having. It's common for laptops to get hot when gaming. Games use more resources and power which in turn generate heat. Your 13" MBP has one fan which will most probably be working hard to cool your Mac. It also has an integrated Intel CPU/GPU which is limited in how much grunt it can provide.
Make sure you play with your Mac on a hard surface so air can circulate and think about getting a laptop stand/USB cooler to help. If you can lower the temperature the game will perform better because the OS won't be throttling power to the game to protect itself from overheating.
If you have a ton of CC/Mods consider culling them. The more functionality you add into the game, the more processing the game has to do. This applies to adding more DLC and even patching as Maxis add new features to the base game.
The Apple Silicon Macs are truly a game changer, maybe you/work could consider upgrading to one? I now play predominantly on the 2020 M1 MacBook Air with the most basic specs and it runs better than on my 2017 15" Intel machine with a dedicated 4GB AMD GPU and 3.1GHz quad core CPU with 16GB RAM and dual fans. The Silicon machine barely gets hot and it doesn't' even have a fan. Apple's new architecture is truly amazing 🙂
