Let’s do another search. Please open Terminal and copy and paste the following command then hit Enter/Return:
find ~ -type d -name "*The Sims 4*" 2>/dev/null
After a little while it will return the results of the search. Please copy and paste the results in a post here.

I deleted my old mod folder because they weren't showing up on the game, but even after downloading fresh mods, the problem persists. What shall I do? I have 2TB of storage on my Mac, so I know it's not a storage issue. Since I haven't played Sims in a long time, it really aggravates me that my mods won't load when the game first launches. Yes, I did enable all of the mods and ccs. What can I do?

It's possible that you are checking the wrong folder.

Your issue is iCloud Drive. As Crin has said, follow the instructions in the opening post to get your Sims 4 folder stored locally so the game can load the data.
