Your screenshot doesn't show me it's local because I cannot see the file path at the bottom of the Finder window, it simply illustrates that there are multiple copies of files in a folder called saves. In your screenshot there are only three saves which the game will read and load:
Slot_00000011.save Slot_0000001d.save Slot_0000001c.save
All the rest are backups or copies of backups.
I don't think you're understanding the issue I have. Let me try to explain better. I've moved all my old saves to a different folder, aside from the 5 most recent, and below you can see those saves which are saved locally on my laptop, not on iCloud. Per the below sequence, the next time I save a game I should have Slot_00000011.save.ver5 appear (which was previously .ver4) and the sequence continue to increase as I go on saving games (version 6, 7, 8, etc..). However, if I go in and save my game today (14:32 EST), the game would overwrite the Slot_00000011.save as expected, BUT it would not add a .ver5 save. I have tried saving a bunch of times to test if I fixed the error, but I have not. How can I fix this issue? I think it has something to do with a new default setting in my M3 Pro Max. This was not an issue in my old Macbook Pro from 2015, hence, why those backups and copies from my previous screenshot that are previous saves from 2016-2023. I've been playing since November 2023 on my new laptop and all the saves since then are getting overwritten and only keeping the 5 most recent versions as seen below. I need help removing the override and letting the save sequence continue to version 5, 6, 7 etc..
I've tried to solve the issue myself and have read the forum, but nothing has been able to fix this saving error so far.

You're misunderstanding what your original screenshot shows and how many actual backups the game creates.
The game creates one save and five backups of that save, numbered 0 - 4, they do not go any higher than this. Your most recent screenshot shows this:

The operating system has created all of those files in the red boxes because it cannot have a file of the same name in the same location. These file copies can be created by iCloud when it is syncing files and gets muddled. It syncs a file or folder between devices using iCloud and, for whatever reason, syncs it back down to the local machine as a separate file. Finder sees this and instead of writing over the existing local file, it creates another one with the same file name but with an added number so you don't lose data. Your Mac and iCloud appear to have been doing this constantly over a long period which is why you are mistakenly thinking the game is creating multiple save backups when it isn't.
Add to that, because of the nature of the way the game creates backups, which you correctly stated, most of those Slot_00000011.save XX.ver1 (where the XX denotes the numbers in your screenshot) files are in fact different backups because at some point .ver1 has turned into .ver2 which in turn has turned into .ver3.
All of those files will load into the game IF you remove the space, extra numbers and .ver1 after the .save extension. BUT you should only do this by renaming the current saves folder so the game ignores it, then creating a new save folder (with a lowercase s) directly in the Sims 4 folder and moving those files into the new saves folder one at a time, loading up your game and then choosing "save as..." to rename the save. Repeat for every single misnamed file.

I understand now, thank you for explaining. It was easy to be tricked into thinking there's more than 5 backups when you have so many versions! If I turn on my iCloud to start saving the game files, will it revert to what is was doing before with the separate files?

Yes it may do. Something in your personal setup is causing it and only you can figure that out. It could be multiple devices using the same iCloud syncing or something else causing Finder to create multiple copies. It happens to me sometimes between two different Macs that I keep completely in sync.
