Sims 3 Application Start-Up Failed

@mikeismypuppy I'd start by checking your security software to ensure that it's not blocked from making changes on your system. If any notifications show up be sure to let The Sims 3 make the changes.

You could also try toggling on User Account Control to be sure that you get the required permissions request: http://windows.microsoft.com/en-ie/windows/turn-user-account-control-on-off#1TC=windows-7
