Sims 4 not responding/frozen after loading a new lot

For about a month, any time I try to load a save and play I have this reoccurring issue. It happens every single time I play on any save file, even new ones. I load into the game, create a character or load a household and everything seems fine, but as soon as I try to load a new lot, the game stops responding. It doesn't exit me out of the game by crashing, but will instead stay stuck frozen forever. I've never had much issues with the game crashing before, but this has made my game completely unplayable.

This seems to have started sometime after the Businesses and Hobbies update, but not directly after because I played with Businesses and Hobbies for a bit before I started encountering this issue. I have already tried removing all custom content and mods, repairing my game, removing my saves folder, restarting my computer, and even removing the Sims 4 folder so the game would generate a new one. Despite all of this, my game is still not responding as soon as I load a new lot. I have no clue what to do or how to fix this. If anyone thinks they could help, I would greatly appreciate it!
