Sims user: Samsung T5 > Sims folder > Documents > Electronic Arts > The Sims 4 > Mods
(Note: The folder called "Sims folder" on the T5 was created to remember this is where I wanted the game to go)

The Sims 4 folder has to be stored locally on the machine, not on the external. Do you also have the game installed in the 'Sims folder'?
