resent screenshots -- according to these the floors work (so far) when only at Ultra graphics mode and with laptop-mode not activated. I just really want to help other people that may have had these issues.
Ewwww, that looks horrible! We could try and add your GPU to the GraphicsCards file and see if that helps. Could you open the Config.log file in your Sims 4 folder and c/p the following section here:

I did this -- glitch is still present...((.also unrelated I noticed that the use a pre-made-style section in CAS doesn't show up for spellcasters after the recent update it works for every other occult and for generic sim males and sim females)).
so here are even more screenshots -- they are occurring with laptop mode mostly i believe and the coloring on the "floor" tile is a reflection of the walls?...so basically the floor is acting like a giant mirror? the flashing rave thing that happened on low-settings didn't happen again luckily.
