Sims walking around in underwear

I just opened The Sims 4 after few months, and when I'm playing with certain sim and go, for example, to a park or city market, even in the neighbourhood some other sims are just walking around in default underwear and some are even bald. And when I'm in a certain world and move my mouse to certain household, some sims in it are in underwear or bald. This is happening also to the sims that I have never played with and the ones that aren't even in the world. I don't have any cc and never have had. I tried repairing the game, chatting with ea online help and uninstalling the game, but nothing worked. I enclosed some screenshots of the issue. What else can I try to repair my game?

    You've absolutely never ever had any CC of any kind in your game ever? Not even to try stuff out? Because this is an indication that CAS CC those sims are wearing is not loading into the game.

    @Bluebellflora No, never. The weird thing is that that's happening to the sims that are in the base game, like the ones that are already there when you first open the game that I never even played with.

    I have the same issue. My townies are in underwear. When I try to edit them in CAS they appear with normal clothes. Don't have any mods.

    For me it's just the male sims and they default to the grey underwear on public lots or when i invite them over. If i then click to play with that household , they appear in their regular clothes :S
