You've absolutely never ever had any CC of any kind in your game ever? Not even to try stuff out? Because this is an indication that CAS CC those sims are wearing is not loading into the game.

- @Bluebellflora No, never. The weird thing is that that's happening to the sims that are in the base game, like the ones that are already there when you first open the game that I never even played with.
I have the same issue. My townies are in underwear. When I try to edit them in CAS they appear with normal clothes. Don't have any mods.
