You need to move out your entire Mods folder to the desktop, launch a vanilla game, go into CAS and make a new Sim with Maxis content. This is the only way to confirm whether the issue is a possible bug in your game or your CC.
i don't think my cc is the problem. yes, i couldn't replicate the problem when i removed all my mods- but i couldn't replicate it with my mods still present, either. i made a new sim, added a few noticeable skin details to him, saved, and left the game. when i reopened the game, with him inserted into one of my already-made households, he still had his skin details in CAS, but my sims made before the update didn't. it seems to just be affecting the sims i already had, regardless of whether my game is vanilla or not.

well, no, i couldn't observe the problem, because all my sims' skin details had been removed by removing my mods. i made a new sim both with mods and without mods, and both times, the skin details stuck. they just don't stick with my already-made sims.

You need to get your already made sims into CAS, in a vanilla game, and add Maxis skin details to see if they stick.
