Small_business_manager alert

Hi, I have better exceptions, and since the new update and new pack, I have the same alert: Small_business_manager. I do have mods, but even when I delete them and the cache, I still have it. And I updated all my mods btw

I think it's the street stall (ondarion here), and no Sims appear on the street after the alert. The seller Sims were nobles sometimes; I don't think that's normal.

I've tried a lot and don't know what to do, so if someone has this problem, please help.
