You cannot run the game whilst it is updating.
If you use 3rd party CC it is at your risk, EA are not responsible for ensuring the game runs with other people's content installed. Check your Mods/CC are compatible with the new patch level of the game.
If you move your entire Sims 4 folder to the desktop and launch a new, clean game - does it work?
