Weird ground glitch

Mods/CC: No

So I think I've attached the screenshot (first time posting) I removed all mods/cc, repaired the game, restarted it a million times but nothing seems to work. It's like this weird static-y and glitchy thing on the ground. It also appears in blue. Not sure if that's important. I'm on Mac and just need help
