It appears that you have more than one EA account and are logged into the wrong account. You need to log in to the account where you have your packs. That you moved from Origin to the EA App doesn't matter as the content is linked to your account.
Hi there, I addressed this in the original post - I do have two accounts and I checked them both. Neither show my purchased packs.. I also just now checked order histories on both, and they show the same two purchases, the game, and "gift". Neither show that I ever bought the packs, so that information must not have transferred from my Origin account. OR it DID transfer, and disappeared when my packs did. So to be clear, I logged in with both of the EA accounts, loaded the game under both accounts, and packs did not show as owned in either account. But they both showed that I am missing the packs.

As I wrote your packs are tied to your EA account if on Mac or PC (if bought this year Steam or Epic is also a possibility) so changing from Origin to the EA App will mean nothing as long as you login to the correct EA account. So look for a third account. If that fails contact EA Help with some proof of purchase such as the Credit card used for the purchase, email receipts or bank statements so they can help to hopefully find the account you got them on.
How did you solve it? I only have the one email for ea so is 100% my account and missing all of my add ons but 1.
