7/29 update - game laggy and fuzzy

Since the update my game now launches in windowed mode, and its completely fuzzy, the edges around everything are weird and clipping, and is extremely laggy.

The windowed mode was an easy fix but the lag and fuzziness have been crazy.

Ive removed all mods, all save files, I even uninstalled and reinstalled all 50+ packs I have. I deleted re-shade. I messed with the resolution, turned on and off Laptop Mode, and fiddled with edge shading and resolution, cleared cache, but Nothing works. 

I don't understand how my game is perfect one day, then the next is so unplayable. This isn't even touching on all of the bugs.
