Add ons and in game content not working

Hi, i have an issue with the sims. Previously my computer hard drives failed and I had to replace them. Here comes the issue, ive managed to reinstall what I had from steam but everything from the Electronic arts app doesnt work. I tried to fix the files, re-install, completely delete the files in my folders but it doesnt want to launch in the game. When I go in manage add ons in the EA app it shows up as if its installed and gives me no option to actually manage them.
Does anyone know how to fix this?
