Alluring aura not showing on vampire with speed and bat powers

Vampires who have vampiric run, bat form, and vampiric allure do not have the option in the Vampire menu to enable the alluring visage.  Another vampire in the same household with vampiric allure but...

I still have this problem from last year and I have removed all mods and custom content

Update: Resolved the issue by resetting power points
