Animation & Actions Delay

Question

Hey so I came back to The Sims 4 after a long break ( last time I played was Get to Work and I think Spa Day)
I came back now with Vampires so I don't know if that Bug is an older one or new.

The problem I have is that as example my Sim is going to eat something but the Hunger need bar start to fill up early than the eating animation starts,
same happen if I talk with other Sims ( that little green symbol for the relationship starts to show up before my Sim finished talking)
