Yeah I have removed the mods. There are two worlds called the ratpack so make sure you open the one called "The Ratpack" and not "The Ratpack [test]"
Seems there multiple thinks corrupted about that save.
When I move the family with the baby to a different lot, the baby appears just fine and I can adopt with that family.
The family opposite can't seem to adopt even if you move them to a different lot.
Don't know if there's a way to fix it or what corrupted and if it was a mods fault or not.
DId the family living opposite ever have more than 8 Sims (including animals) ?
No they didn't
Not sure what else I can do to help you. Seems one family is not able to adopt and the one with the baby has issues on that lot.
Maybe you can move them to a different lot ?
