@nicolecaitlyn Are you playing at a 2560x1440 resolution in-game? If not, please try that now. Test in both fullscreen and borderless ("windowed fullscreen"), and restart the game after changing each setting. I'd also like to know whether you see the same effect in windowed mode.
You should be able to play on ultra graphics settings on this computer, so there's no need to test with any other settings. However, it's worth disabling post processing, which adds distance blur and may be contributing to this issue.
From your description, I'm not sure whether there's something more serious going on here or this is just the usual slightly blurry in-game effects. If you're willing, it would help to see a video of the issue. You could upload one to YouTube, to this site, or to a third-party filesharing service (Google Drive, Dropbox, etc.) for me to download.
