Maybe there's another issue I should be addressing first. When I save a managed household in-game it gives the message "saved to my library", but it isn't saved under "My Library" in the gallery.
When creating a new family, "My library" does not contain any of my managed households. Is this the expected behaviour?
This is the assumption I have been making based on the above:
Essentially there are 2 libraries. There's one library that contains the blank templates which are used to create a new family and there's the library of managed households which are only accessible within the game. The families in-game retain game information, as you said. What I'm talking about is an unintentional cross-over between the two.
When creating a totally new family, anything you use from "My Library" should be without any existing game data. It is, after all, a "new" family. Having programming and testing experience, I see this as an obvious bug, but explaining why it is is complicated. If you read the additional information, it should be clear how the bug occurred.
When I say a completely clean game, it is with all mods and scripting turned off. Deleting everything in the game data folder leads to a new game state.
There is a bug atm where households are marked as containing cc when they are not, so that's why I asked if you checked if they appear if you include cc with the filter.
When you save it, it should appear in the library but because of the bug, it might not unless you have the cc filter on.
Could you maybe post some pictures of what you are seeing ? I think that would be helpful.

I'm not sure what I would post. As I said, when I try to save a family from within the game, it doesn't go to the gallery, so what can I screenshot exactly? The family not being there? It happens when the cc filter is on. It is saved to an in-game gallery that is accessible only from the manage households option. This is a different gallery than the main one. Correct? Or is my game messed up? It's hard to describe the difference when I've only experienced this version of the game.
So when I save a managed household from within the game, is it supposed to appear in the main gallery? If so, is it saved with or without game progress in the main gallery?

If I am being affected by this bug related to custom content, then it happens even when the cc filter is on. And it has been present since I first installed the game, since I've never been able to save a character template from in-game. I installed mods fairly early on. It seems that perhaps a mod altered the character profile in such a way as to cause some character data to be attached to the template. So my original post about character data in the template may be a result of the mod bug. Which kind of sucks, since a clean game means totally new characters...

I'm going to bite the bullet and start a clean game.. I'll report back if the issue is still present.

So, first question on the clean game. I actually re-downloaded the game, deleted everything from "\Documents\Electronic Arts\The Sims 4", except for "Tray", and started a new game with a character that was previously created from a default template and not a template saved from a game. I went to try saving that character from in-game via manage households>edit, and when it opened in CAS I noticed that the body was divided top and bottom and I'm wondering if this is normal or some residue from a mod I had. Pic is attached.
Before I get too deeply into a new game, I'd like to make sure this is the normal behaviour.

I would try renaming the entire user folder and then start over from scratch with nothing in your user folder to test this.
It looks a bit weird.

Is there a link for this bug? I can't save the household no matter what I do. Just to summarize what I have done: I have a clean install, all caches etc were deleted, no previous content is in the game (no previous tray), a mod has never been added to this install and mods & scripts are disabled.
Just after going to work as a scientist the first time, and wearing the scientist outfit at home, I opened up CAS using testing cheats and tried to save the character. That's when the modded content label first appeared. However, I can't save the character at all. Mods have been disabled the whole time.

Thanks. I'm using a workaround to save the character data.
Would you know if they already know that it is the career clothing causing this?
